Bill Title:	Relating to organizations that assist with COBID certification.
Catchline/Summary:	Directs the Oregon Business Development Department to establish a program to provide grants to nonprofit and community-based organizations that assist businesses owned by minority individuals to become certified by the Certification Office for Business Inclusion and Diversity as minority-owned businesses so that the certified businesses can compete effectively for public contracts.
