Increases the penalties for organized retail theft if the person possesses a firearm during the commission of the offense or has two or more prior convictions. Punishes by a maximum of 20 years' imprisonment, $375,000 fine, or both. Directs the Oregon Criminal Justice Commission to rank organized retail theft at specified crime category levels.
