Relating to cannabis; and declaring an emergency.

Directs Oregon Liquor Control Commission to register qualified marijuana producers, marijuana processors, marijuana wholesalers and marijuana retailers for purposes of producing, processing and selling marijuana and usable marijuana and medical grade cannabinoid products, cannabinoid concentrates and cannabinoid extracts. Directs Oregon Liquor Control Commission to register qualified marijuana producers, marijuana processors, marijuana wholesalers and marijuana retailers for purposes of producing, processing and selling marijuana and usable marijuana and medical grade cannabinoid products, cannabinoid concentrates and cannabinoid extracts.
Specifies that marijuana retailer may not collect tax from consumer of marijuana item if consumer is registry identification cardholder or designated primary caregiver who is purchasing marijuana item for registry identification cardholder.
Authorizes medical marijuana dispensaries to sell certain cannabinoid edibles, topicals and extracts to adults who are not registry identification cardholders or designated primary caregivers until December 31, 2016.
Creates stay on mature marijuana plant limits for medical marijuana grow sites applying for license from commission and for medical marijuana grow sites not applying for license from commission.
Authorizes city or county to reduce distance requirements from school for medical marijuana dispensaries and persons licensed by commission to sell marijuana at retail under certain circumstances.
Declares emergency, effective on passage.
