Allows applicant for service permit to participate in dispensing of wine, malt beverages and cider sold in consumer-supplied containers.
Requires winery or grower sales privilege licensee to allow patron to remove partially consumed bottle of wine from premises if patron is not visibly intoxicated.
Declares emergency, effective on passage.
