Requires state and local agencies and certain employers to conduct annual earthquake emergency drill. Requires drill to include federally recommended "drop, cover and hold on" earthquake emergency response procedure. Authorizes state or local agency or employer to conduct other earthquake emergency response procedure drills if agency determines that "drop, cover and hold on" procedure is not most effective earthquake emergency procedure for particular office building.
