Relating to charter boats; and declaring an emergency.

Provides that State Marine Board has authority over certain charter boats carrying seven or more passengers. Provides that State Marine Board has authority over certain charter boats carrying seven or more passengers. Creates and modifies provisions related to regulation of charter boats.
Increases punishment related to violation of certain provisions regulating charter boats to maximum of one year's imprisonment, $6,250 fine, or both.
Declares emergency, effective on passage.
