Permits party to hearing regarding proposed transmission line for which petitioner also seeks approval from council to appeal commission's grant or denial of application. Confers jurisdiction for judicial review upon Supreme Court, which must render decision within six months after date petition for review was filed. Specifies conditions for stay of order and continuances.
