Transfers moneys from Housing and Community Services Department Electricity Public Purpose Charge Fund to Clean Energy Deployment Fund. Authorizes Department of Human Services to spend moneys in Quality Care Fund for program operating expenses related to specified facilities. Repeals law regarding transfer of lottery ending balance to School Capital Matching Fund. Increases salaries of judges and statewide elected officials. Transfers moneys for governmental service expenses to Legislative Fiscal Office Operating Fund. Directs Department of Revenue to transfer 50 percent of cumulative amount of personal income tax revenue attributable to certain projects to Shared Services Fund. Allows Chief Justice of Supreme Court to adopt rules governing use of electronic applications for all state court records and for transmission of jury information to or from circuit courts. Removes requirement that state courts maintain separate probate index. Allows State Court Administrator to establish procedures for destruction of all state court records. Modifies laws on filing of transcript on appeal to allow electronic filing of transcript. Requires state agencies to report to Oregon Department of Administrative Services number of employees receiving pay-line exceptions and amounts of exceptions. Requires department to compile and report results to Legislative Fiscal Officer. Requires Oregon Investment Council and State Treasurer to ensure managers of certain investment funds do not invest in scrutinized companies. Requires State Treasurer to adopt statement of policy describing process of engagement with managers of certain investment funds. Directs State Treasurer to make summary of certain actions available on website by March 15 of each year. Provides that students in long term care facility or skilled nursing facility are residents of school district where facility is located for purposes of distribution of moneys from State School Fund. Redirects moneys allocated for specified road projects to other projects in Multnomah and Washington Counties.
