Relating to state financial administration; and declaring an emergency.

Requires judicial department to submit proposed change to compensation plan to Joint Committee on Ways and Means or to Emergency Board or Joint Interim Committee on Ways and Means.
Prohibits and limits specified types of aid and reimbursements made by Department of Human of Services.
Delays sunsetting of small school district grants.
Provides for reporting of information related to caseload, revenues and expenditures of municipal courts and justice courts to Legislative Fiscal Officer.
Makes certain changes to financing of Oregon Health Insurance Exchange Corporation.
Changes name of Oregon Local Disaster Assistance Loan Account to Oregon Local Disaster Assistance Loan and Grant Account and authorizes loans and grants to be made from account moneys to local governments and school districts for purposes related to federally declared disasters.
Declares emergency, effective on passage.
