Bill Title:
Relating to public records; declaring an emergency.

Limits amount of fees public bodies may charge for responding to public records requests. Provides exceptions.
Establishes jurisdiction of Attorney General to hear petitions for review of public records in custody of certain statewide elected officials by persons denied right to inspect records.
Requires Attorney General to develop training materials on public records.
Reorganizes exemptions from disclosure of public records.
Provides that modifications to public records law unrelated to reorganization of exemptions become operative July 1, 2012.
Declares emergency, effective on passage.
