Makes prohibition on manufacture, distribution, sale or offer for sale of metal can without label operative January 1, 2013.
Requires Department of Human Services to identify containers on approved food list of Women, Infants and Children Program that are not made or lined with bisphenol A.
Declares emergency, effective on passage.
