Allows estimates, portraits, statements and arguments included in voters' pamphlet regarding statewide candidates or measures to be filed electronically with Secretary of State. Allows estimates, portraits, statements and arguments included in voters' pamphlet regarding statewide candidates or measures to be filed electronically with Secretary of State. Extends filing date for portraits and statements filed electronically for candidates. Makes portraits and statements filed electronically exempt from public inspection until fourth business day after final date for filing materials.
Becomes operative January 1, 2012.
Declares emergency, effective on passage.
