Provides that chief petitioner is not criminally liable for specified violation committed by certain persons who are obtaining signatures on petitioner's behalf. Provides that person who contracts with chief petitioner is not criminally liable for any violation committed by subcontractor who is obtaining signatures on contractor's behalf.
Declares emergency, effective on passage.
