Allows Department of Transportation to enter into agreement with other jurisdictions for purposes of confirming registration and accepting proof of financial responsibility for interstate motor carriers.
Prohibits certain interstate for-hire carriers or private carriers from operating on Oregon public highways without having first complied with federal registration and financial responsibility requirements.
Declares emergency, effective on passage.
