Bill Title:
Relating to construction contractors; and declaring an emergency.
Catchline/Summary:
Creates categories and levels of endorsement for construction contractors. Creates categories and levels of endorsement for construction contractors. Creates new experience, continuing education, bonding and insurance provisions for categories and levels of construction contractor. Requires contractor to have current license with proper endorsement before undertaking or offering or bidding to undertake construction work. Prohibits contracting agency from excluding commercial contractor from competing for public contract based on license endorsement level. Requires commercial contractor to have key employees meeting experience requirements. Exempts city and county inspectors from construction contractor licensing requirement.
Modifies claim and recovery provisions. Imposes workers' compensation insurance requirement on certain contractors otherwise qualifying as exempt.
Revises definitions of small commercial structure and residential structure. Requires general contractor for new large commercial structure to provide warranty of building envelope and penetration components. Changes required composition of Construction Contractors Board.
Makes bond, insurance and application procedure changes applicable to licenses issued or renewed on or after July 1, 2008. Makes claim resolution, satisfaction and lien recording changes applicable to claims against persons issued or renewing licenses on or after July 1, 2008. Makes endorsement requirement, key employee and workers compensation changes effective July 1, 2010. Makes Construction Contractors Board composition changes effective for appointments to terms beginning on or after July 1, 2009.
Increases biennial limitation of expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Construction Contractors Board for certain purposes.
Declares emergency, effective July 1, 2007.
