Modifies penalties for providing alcoholic beverages to person under 21 years of age or to another person with knowledge that other person will provide alcoholic beverages to person under 21 years of age. Modifies penalties for providing alcoholic beverages to person under 21 years of age or to another person with knowledge that other person will provide alcoholic beverages to person under 21 years of age. Establishes mandatory minimum sentences and fines. Authorizes diversion for first offense. Authorizes civil penalties for providing alcoholic beverages to person under 21 years of age if offender was not aware that person was under 21 years of age.
