Directs Commissioner of Bureau of Labor and Industries, for purposes of public works projects subject to Davis-Bacon Act, to make determinations regarding site of project and payment of workers transporting materials and supplies to site.
Requires public agency that awards public works contracts to pay specified fees.
Directs Bureau of Labor and Industries to develop and adopt plan to increase diversity statewide among workers employed on public works projects.
